About the R4 database and Mission strategic frameworks

The R4 database provides as clear a picture as possible of Mission frameworks based on information submitted in the R4. The database includes both strategic objectives and intermediate results for which the Mission reported indicators and SOs and IRs not reported on but listed in the Framework annex.

The database thus includes framework information at all three levels: SO, IR and indicator. In some cases, SOs and/or IRs appear without indicators.

About record displays in the R4 database and the results summary section of the search results page

Records in the R4DB are always displayed in the the context of the Mission framework to which they belong. This means that regardless of if you are searching on SO title, IR title, or indicator name, records found will always display the related elements from the framework. In the example of the record below

a search on "reconciliation' in the IR title field would find this record, and the results page would include the SO and indicator as well, even though the word "reconciliation" did not appear in the indicator name. By the same token, a search on "citizens" in the indicator name field will find the record, and display the SO and IR as well.

The results summary section of a search result page counts countries, SOs, IRs, and indicators that are displayed on the page. For simple, single field searches, the summary is what you would expect: the summary for a search for everything from Africa Bureau will count the number of countries, SOs, IRs, and indicators for the Bureau.

Summary results for multiple field searches are less obvious. In the example above, even though the indicator name was what was searched for, the related SO and IR are counted in the results summary, since they were displayed on the page.

Using the R4DB search form

The R4DB search form is a quick and flexible way to search performance data. Like all search instruments, the greater your familiarity with the data you're searching -- in this case Mission frameworks and indicator data -- the more successful your searches are likely to be.

The tutorial shows how a variety of search strategies can be used to answer basic questions.

Simple searches

Using the search form to retrieve information about a country or bureau is easy. Simply select the bureau or country you want from the menu and click the "search" button.

Agency goal area searches work the same way. Select a goal area or strategic objective from the list and click "Search." Searching by emphasis area codes is not currently available.

Combined searches

You can refine search results by using multiple search criteria to narrow your focus.

The R4DB search permits searching against the following fields:

fiscal year (defaults to 2001)
Agency goal and objective
Bureau or Country/Program

These fields are automatically "anded" together by the database so that only records that meet all the specified criteria will be returned.

The form also allows for phrase searching against three fields:

Mission SO title
Mission IR title
Indicator name

The database "ors" these fields together, so that, for example, if you were to enter "basic education" in the SO title and IR title fields, the search results would include all records that had that phrase in either the SO title or IR fields.

The results of phrase searches are globally "anded" to any other search criteria that are used. For example, picking "AFR" from the Bureau menu and typing "basic education" in the SO title and IR title fields will return records from the Africa bureau that have "basic education" in either the SO or IR title fields.

If you entered values in all search fields, the database would execute the search using the following operators:

FY |and| Agency Goal |and| Bureau/Country |and| (SO title |or| IR title |or| indicator name)
