Active Learning Network for Accountability and Performance in Humanitarian
Action is an international, interagency forum working to improve learning,
accountability and quality across the Humanitarian Sector. The site's
resources include an "Evaluative Reports Database."

Evaluation Association
The African Evaluation Association (AfrEA) was founded in 1999 in response
to a growing demand for information sharing, advocacy and advanced capacity
building in evaluation in Africa. It is an umbrella organisation for national
evaluation associations and networks in Africa. It is also a resource
for individuals in countries where national bodies do not exist.

The American Evaluation Association (AEA) is an international professional
association of evaluators devoted to the application and exploration of
program evaluation, personnel evaluation, technology, and many other forms
of evaluation.
An AEA task force publishes reports. Guiding
Principles for Evaluators and others are available from their web
site. These principles have been approved by the AEA membership. They
were developed to guide the professional practice of evaluators, and inform
evaluation clients and the general public about the principles they can
expect to be upheld by professional evaluators.

Canadian
International Development Agency (CIDA)
The Canadian International Development Agency (CIDA) periodically conducts
evaluations of its of its thematic priorities, programs and projects.
Evaluation serves as a practical management tool for reviewing performance
and enabling the Agency to learn from experience so that a better job
can be done when designing and delivering future initiatives.
CARE
Design, Monitoring, and Evaluation Resources
The primary purpose of this web site is to provide a central starting
point for CARE staff - as well as staff of other international relief
and development agencies to locate resources related to program Design,
Monitoring and Evaluation. You will find here links to many important
reference documents available in electronic or hard copy form, produced
by CARE and by many other resources.
European
Commission
The European Commission's Evaluation Unit is in charge of the evaluation
of the Commission's cooperation and development programs in third countries,
with the exception of enlargement candidate countries and humanitarian
aid. It covers all geographical regions and the corresponding EC external
cooperation programs: Africa, Caribbean and Pacific Countries (ACP), Mediterranean
Region (MED), Asia and Latin America (ALA), Balkan countries (CARDS, formerly
PHARE/OBNOVA) and the New Independent States and Mongolia (TACIS). It
also manages evaluations of sectoral policies, such as education and transport.
The
Evaluators' Institute
The Evaluators' Institute offers short-term professional development courses
on evaluation topics. Nationally and internationally recognized leaders
in the evaluation profession helped with the conception of the Institute
in 1995-96 and each year assist with the planning and implementation of
courses.
The
International Fund for Agricultural Development (IFAD)
The International Fund for Agricultural Development (IFAD) has an Office
of Evaluation (OE) that evaluates IFAD's operations and policies. It seeks
to promote learning among IFAD and its partners and to assess the impact
of Fund activities. With partners, it evaluates IFAD-financed projects
and programs. It evaluates IFAD sector work, strategies and policies.
It also works on evaluation methodologies and provides support to selected
project monitoring and evaluation activities.
Japan
International Cooperation Agency
Japan's Official Development Assistance (ODA) began in 1954, when it joined
the Colombo Plan, an organization set up in 1950 to assist Asian countries
in their socio-economic development.
Today, Japan stands as the top donor in the world in terms of net ODA
disbursement and in 1992, it was the major donor in 25 countries.

MEASURE
Evaluation
MEASURE Evaluation is committed to coordinated, cost-effective and efficient
approaches in data collection, monitoring and evaluation of population,
health and nutrition services worldwide. It is one of five separate projects
funded by the U.S. Agency for International Development (USAID) to examine
the impact of a wide range of activities to improve human health and well-being,
with a focus on family planning, maternal and child health and nutrition,
and the prevention of HIV/STDs.

The Online Evaluation Resource Library (OERL) was developed for professionals
seeking to design, conduct, document, or review project evaluations. OERL's
resources include instruments, plans, and reports from evaluations that
have proven to be sound and representative of current evaluation practices.
Also included are alignment tables that contain criteria and a glossary
to help you develop your own plans, reports, and instruments.
Organization
for Economic Co-operation and Development (OECD)
The Development Assistance Committee (DAC) Working Party on Aid Evaluation
at the Organization for Economic Cooperation and Development (OECD) is
the only international forum where development evaluation experts and
managers from OECD DAC Member countries and multilateral development institutions
meet regularly. There are currently 30 participating development agencies.
The Working Party covers a broad range of activities related to evaluation
and aid effectiveness. Contains a useful checklist for initiating
a CPE (pg. 79)
PVC-ASHA
The Private Voluntary Cooperation-American Schools and Hospitals Abroad
(PVC-ASHA) office web-based knowledge inventory at http://pvc-ki.usaid.gov/pvcx
captures more than 30 years of USAID's experience strengthening American
private voluntary organizations (PVOs) and international non-governmental
organizations (NGOs).
Performance
Assessment Resource Centre (PARC)
The Performance Assessment Resource Centre (PARC) supports international
efforts to improve performance assessment in international development
practice. In this way the PARC hopes to help develop the quality, effectiveness
and sustainability of poverty-focused interventions. The PARC has been
set up to support the evaluation work of development partners in both
the South and the North. Intended beneficiaries include developing country
governments, agencies providing and receiving international aid, project
managers and consultants.
The
Program Manager's Guide to Evaluation
The Guide, published by the Department of Health and Human Services, explains
program evaluation - what it is, how to understand it, and how to do it.
It answers your questions about evaluation and explains how to use evaluation
to improve programs and benefit staff and families.
Resources
for Methods in Evaluation and Social Research
This webpage lists free online resources for methods in evaluation and social
research. The focus is on "how-to" do evaluation research and the methods
used: surveys, focus groups, sampling, interviews, and other methods. Most
of these links are to resources that can be read over the web. A few, like
the GAO books, are for books that can be sent away for, for free (if you
live in the US), as well as read over the web.

Danish Ministry of Foreign Affairs (DANIDA)
The goal of the Royal Danish Ministry of Foreign Affairs' (DANIDA) Evaluation
Secretariat is to contribute to maintaining and improving the quality
of Danish Aid. DANIDA evaluations primarily serve as management tools
with a view to improve the projects evaluated and, being a systematic
way of learning from experience, to provide lessons that can guide future
decisions and thus improve Danish development assistance. Furthermore,
evaluation together with monitoring activities provides information to
DANIDA and host country managers about the performance of projects and
programs.

Nations Development Programme (UNDP)
The United Nations Development Programme's (UNDP) Evaluation Office works
to strengthen UNDP's accountability and contribute to organizational learning
through independent evaluations of results, effectiveness and impact of
the substantive activities of the UNDP.

Nations Capital Development Fund (UNCDF)
The United Nations Capital Development Fund (UNCDF) assesses performance
in their projects, according to a number of performance criteria. The
evaluations take place mid-way through the project period ("mid-term"),
at the end of the project ("final") and a few years after project completion
("ex-post"). The evaluations focus on project design, implementation and
impact, and are conducted by independent experts.

(DC) Evaluators
Washington Evaluators (WE) is a professional society devoted to fostering
state-of-the-art knowledge and information sharing about evaluation. WE
is a local affiliate of the American Evaluation Association (AEA). In addition
to contributing to professional journals, publications, and professional
meetings, WE members serve on AEA committees and journal editorial boards.
World
Bank Operations Evaluation
The World Bank's Operations Evaluation Department assesses what works,
and what does not; how a borrower plans to run and maintain a project;
and the lasting contribution of the Bank to a country's overall development.
Its goals are to learn from experience, to provide an objective basis
for assessing the results of the Bank's work, and to provide accountability
in the achievement of its objectives. It also improves Bank work by identifying
and disseminating the lessons learned from experience and by framing recommendations
drawn from evaluation findings.
